SELECTION CRITERIA FOR PERMANENT REMOVALS
This Selection Criteria has been produced to allow for Parish/Town/City Councils to review preliminary street lighting maps of residential streets and specifically to assist in providing feedback on street lights that have been identified for permanent removal.
This Selection Criteria was developed by street lighting experts at Balfour Beatty and Cambridgeshire County Council and takes into account the safety of all road users and the impact of removals on the local community.
In the first instance, ‘non-deemed to comply’ columns should be identified for removal as these street lights will need replacing under the contract. ‘Deemed to comply’ columns have been identified as being structurally and electrically sound to last the full length of the contract and therefore should remain where possible.
Below is the hierarchy code (in no particular order) that identifies when street lights should remain:
H1. First in road from junction (Can be removed on minor roads)
H2. Near to school entrances
H3. Official road crossing points
H4. Entrance to footpaths
H5. Residential Homes and Complex for the Elderly
H6. Header columns (columns opposite junctions on main routes)
H7. Please do not take two columns out in a row
H8. No removals from roads with only two existing columns
H9. Columns that are positioned at the end of road
H10. Take into consideration - Residents comments received, feedback from Parish Councils,
District Councils to be considered.
H11. Columns on sharp bends
H12. Take into consideration, spacing of lighting columns in road, further to item H10, or if deemed excessive.
Other selection processes should also be considered such as known crime spots or areas of vulnerability. It is important to note that this criteria is a guide and in some circumstances this selection criteria can be overruled if it is considered that the permanent removal of street light will have minimum adverse affects.
In circumstances where it is not been possible to identify a ‘non-deemed to comply’ column for de- illumination by applying the criteria above, a limited number of ‘deemed to comply’ columns can be considered for de-illumination in streets in the local area. The identification of such a ‘deemed to comply’ column should take in to account the criteria above and seek to de-illuminate columns that will have the minimal impact on communities in the area.
